Dhawan’s academic research analyzes U.S. business cycles with a special emphasis on the role of credit markets on the growth and survival of small firms. In his recent work, Dhawan has quantified the role and importance of oil prices in U.S. business cycle fluctuations.

Rod Carnes

Rod was hired as the first full-time Mortgage Examiner in 1998 and later promoted to Chief Investigator for the Mortgage Division, before becoming the Supervisory Manager for Licensing in April 2004.
Rod is also a Certified Fraud Examiner from the Association of Certified Fraud Examiners and a Certified Mortgage Examinations Manager from the Conference of State Bank Supervisors.
Justin McElheney

Justin McElheney has been with the Department of Banking and Finance since 2005. He has served as Director for NDFI since 2018. Prior to his appointment as Director, he served as an examiner and advanced into supervisory positions in the Department’s Supervision Division.
